Infused pre-roll construction can be adapted to a conservative hemp assortment without using intoxicating inputs. The concepts in this catalog pair CBD or CBG hemp flower with CBD or CBG isolate and use a zero formulated THC target. They are inquiry-only and require finished-package testing and documentation before any sale.
Define the product precisely
Request a bill of materials identifying the flower, isolate, paper, filter, and any flavoring or terpene inputs. Each cannabinoid input should have a lot-specific COA and chain-of-custody documentation. The finished pre-roll package needs its own report because combining ingredients can change package-level totals and because an input report does not verify the finished unit.
Use package-level THC review
Effective August 15, 2026, Virginia permits no more than 2 mg total THC in the entire retail package and no longer provides the former 25:1 allowance. Our target is more conservative: no THC is intentionally added, with a finished-package result reviewed against the stated non-detect specification. Buyers should consider package count as well as the result per pre-roll.
Check physical quality without making effect claims
- Inspect package seals, lot coding, net weight, and unit count.

- Review moisture or water-activity information where appropriate.
- Confirm that all package language accurately describes CBD or CBG amounts.
- Avoid claims about treating symptoms, changing mood, or producing guaranteed experiences.
Merchandise with factual shelf information
Retail signs can state the format, package count, ingredients, and labeled CBD or CBG amount. Keep the applicable COA accessible by lot. Separate documented non-intoxicating hemp concepts from unrelated smoking products so staff can answer questions accurately. Train staff to say that “zero formulated THC” is a formulation target and that the COA supplies the batch result.
Order only after the file is complete
Use small, conditional opening orders based on shelf capacity and ordinary inventory planning, not unsupported sell-through promises. Define acceptance criteria, damaged-goods handling, replacement terms, and the process for a failed or mismatched lot in writing.
A federal definition change scheduled for November 12, 2026 would exclude a final hemp-derived cannabinoid product containing more than 0.4 mg total THC per container. Suppliers and buyers should account for this stricter upcoming threshold in future packaging and lot plans.
